Actors

This section provides an overview of the actors who have an interest in a leaner, greener CAP. They can be divided into four groups:

The payers –

those who pay the price of a wasteful and ineffective CAP: Consumers, Businesses, Tax payers, Water users, Maritime interests.

The recipients –

those who want to get more money out of the CAP: Organic food producers, Forest owners.

The idealists –

those who have no material interest in the CAP: Environmentalists, Animal welfare activists, Development/fair trade activists, Pro-Europeans.

Governmental actors –

Member states, European Commission, European Parliament, European Court of Auditors.
